Joseph B. Topinka is a retired military attorney who previously taught as an Assistant Professor in the Army-Baylor University Graduate Program in Health and Business Administration and was also a Legal Instructor for the Army Medical Department Center and School’s Leader Training Center.  He is the former Deputy Staff Judge Advocate for the U.S Army Medical Command and the former Command Judge Advocate and Center Judge Advocate for the Army’s Western Regional Medical Command and Madigan Army Medical Center respectively.  He has published or co-published many works over the last ten years.  His most recent work is entitled an “Introduction to Public Health Law for Leaders and Clinicians,” published in the United States Army Medical Department Journal, July-September 2014. 

He was born in Berwyn, Illinois and raised in neighboring Riverside, Illinois.  He is a member of the Illinois, Washington, and Texas bars.  He is a Fellow in the American College of Healthcare Executives, a Fellow in the Healthcare Management Association, a Fellow of the American Bar Association Foundation, and a Law Member of The American College of Legal Medicine.  In addition, he is currently the Chair for the Public Health and Policy Interest Group in the American Bar Association’s Health Law Section.  He was recently interviewed by the American Health Lawyers Association in its May 2014 issue of Connections magazine.
